Chapter 9: Basic Services Demat Account (BSDA)
To encourage wider financial inclusion and reduce the burden of fixed recurring custody charges on small and retail investors, SEBI introduced the Basic Services Demat Account (BSDA) facility via circular in 2012, with comprehensive enhancements introduced in subsequent circulars.
A regular demat account often carries annual maintenance charges (AMC) ranging from Rs. 300 to Rs. 1,000 per year, irrespective of whether the investor actively trades or holds only a small portfolio of shares. For an investor with a small portfolio of Rs. 20,000, paying Rs. 500 annually represents an effective 2.5% drag on their capital.
The BSDA framework addresses this barrier by legally obligating all Depository Participants (DPs) to offer low-cost, subsidized demat accounts to eligible small investors, eliminating annual maintenance charges entirely up to specified portfolio value thresholds.
To qualify for and retain a Basic Services Demat Account, an individual investor must satisfy specific statutory criteria:
Eligibility Conditions
- Sole/First Holder Rule: The individual must be the sole holder or the first holder in the demat account.
- Single Demat Account Restriction: The individual can hold only one BSDA demat account across all depositories (NSDL and CDSL). If an investor holds multiple demat accounts across different brokers or DPs, only one account can be designated as a BSDA, while the others remain regular demat accounts.
- Retail Individuals Only: BSDA is restricted to natural persons; non-individual entities, corporate bodies, trusts, and partnership firms are ineligible.
Revised Valuation Slabs and Applicable AMC
SEBI periodically revises BSDA holding limits to reflect market expansion. Under the enhanced framework:
| Total Portfolio Holding Value | Annual Maintenance Charge (AMC) |
|---|---|
| Up to Rs. 4,00,000 (Rs. 4 Lakhs) | Nil (Zero AMC) |
| Rs. 4,00,001 to Rs. 10,00,000 (Rs. 4 Lakh to 10 Lakhs) | Capped at Rs. 100 per annum (+ applicable taxes) |
| Above Rs. 10,00,000 (Above Rs. 10 Lakhs) | Regular commercial AMC determined by the DP |
Note: Portfolio valuation is calculated based on the daily closing market prices of all equity, debt, and mutual fund units held in the demat account.
BSDA accounts operate under streamlined, investor-friendly operational guidelines:
1. Transaction and Holding Statements
- Electronic Statements: When the investor registers their valid email address, electronic statements (e-statements) of holding and transactions must be provided free of charge.
- Physical Statements: If the client opts for physical paper statements, DPs provide two physical holding statements per billing cycle free of cost. If there are transactions during a quarter, one physical transaction statement is provided free of charge.
2. Automatic Conversion and Monitoring
- DPs assess the holding value of the account at the end of each billing cycle.
- If an investor's portfolio value appreciates beyond Rs. 4 Lakhs or Rs. 10 Lakhs due to market gains or new share purchases, the account transitions to the corresponding fee slab automatically.
- Conversely, if the portfolio value drops back below the threshold, the investor is eligible to have the BSDA zero-AMC or reduced-AMC benefit reinstated for the subsequent billing cycle.
