Hindustan Petroleum Corporation Ltd (HPCL) is set to lift its profits thanks to two new projects – a cutting‑edge residue upgrader at its Vizag plant and the upcoming Barmer refinery in Rajasthan.
Vizag Residue Upgradation Facility (RUF) Starts Running
The new RUF began operations this weekend. It uses a world‑first LC MAX technology that turns low‑value leftover oil into high‑value diesel. This change pushes the refinery’s diesel output from about 74% of the barrel to nearly 86%.
HPCL estimates the upgrade will add roughly $2.5 per barrel to the Gross Refining Margin (GRM) at Vizag. The higher margin lets the refinery process cheaper, heavier crude while still making quality fuels.
Barmer Refinery Nears Commissioning
HPCL holds a 74% stake in the Barmer refinery, a joint venture with the Rajasthan government. The plant’s first phase is expected to start in the next few weeks, with the integrated petrochemical section to follow later in the year.
When fully operational, Barmer will add 9 million tonnes of capacity, bringing HPCL’s total refining capability (including joint ventures) close to 40 million tonnes.
Financial Impact and Debt Reduction
- HPCL aims to double its EBITDA from about ₹20,000 crore to ₹40,000 crore in five years.
- The company has lowered its debt‑to‑equity ratio from 1.35 to 1.07 over the past year.

Crude Sourcing Strategy
HPCL mainly buys crude through long‑term contracts (30‑50% of its needs). Spot purchases are made only when they are economically attractive. Russian cargoes are not being bought now, but non‑sanctioned shipments could be considered if they fit the refinery’s needs. Venezuelan crude is off the table due to sanctions.
